CCTV, videosurveillance: paradigm shift

Everybody has as opinion on CCTV and videosurveillance. The majority of the population, when asked in surveys, is in favour, up to a proportion of 75%. As with topics discussed broadly and where each opinon is supposed to be valid, we are lost in oceans of opinions, thus we loose the real, fundamental view. The criminal law is based in our societies on a philosophical assumption: nobody is guilty until proven so. But what does happen with videosurveillance? We turn the assumption upside down and state implicitly that everybody is a... [Lire la suite]

Each generation is convinced to be the last good one

A fascinating tendency across history is the belief that the next generation is "lost" or at least "worse" in a way or in an other than the current one. In all domains of social life, and particular education, respect and moral, the generation in power (roughly, today, people beyond 30 years) is convinced that the generation to come can not hold to the standards in place. Talk with your friends, listen to their disocurse on the "youth": you will notice a radical change of ton as soon as they start to... [Lire la suite]

drug legalisation : the only efficient policy

Legalisation of the drug market is the only way to reduce risks for the consumers and the power of the criminal underworld. Legalisation does not mean liberalisation, since the State would in fact get more involved in the governance of drugs: prevention of use, distribution oversight, quality control, etc. Like for alcohol, cigarettes, medical drugs. Unfortunately, we pay the price of the rhetoric on drugs promoted by opponents of an open market approach. The « drug » has been constructed, as a concept, as the enemy, a devil’s tool.... Revisiting history instead of present times

A striking fact about contemporary media is the ability to continuously revisit known and well documented facts instead of questioning current trends. There is not one week on the European TV landscape without a  broadcast on the World war II, especially with regard to how the German people and administration have been literally built up against the Jews. No question that the issue if of utmost importance, but shouldn't we spend a little more time on similar moves beginning under our eyes - with other communities? Compare the... [Lire la suite]

Switzerland: Schengen neutral to security

As Switzerland voted on the integration of the Schengen acquis into Swiss law, many parties pretended that security would be reduced, with more criminals being able to enter the country uncontrolled at the borders. This of course was non-sens, since only 90% of the entrants used to be checked in the non-Schengen system. Now, an interesting, challenging exercise will take place: how to prove that Schengen did increase security? It will be impossible to do. In the semi-evaluation we have already be presented, police froces and... [Lire la suite]

Paranoia: Islam replaces Communism

It is fascinating to see how common enemies evolve rapidly, as a need of fragmented groups to feel "united" against someone, an idea or a religion. Islam has replaced Communism in the paranoia of Europeans elite, probably also of the USA. In the same meeting, I once faced Western Europeans and former Communists converging on the risks of a rising Islam community and visibility in Europe.  I could have replaced the word "Islam" by "communism" and the discussion would have been exactly the same, but 30... ICC: the misunderstanding

A troubling condition, for some communities or countries, to start their own future is to have their past suffering be recognised either legally, or by historians. Take justice for now. The role, misunderstood by 90% of the media, politicians and lawyers, of international criminal courts just begins to be grasped. A court will never help a country reconstruct itself. It is a mistake to believe that a judge reconstructs and that a popualtion needs a criminal proceeding to forget and forgive. A judge condemns and imprisons. The need for... [Lire la suite]

adaptation: from biology to sociology

A disturbing discourse reappears routinely on societies or civilisations that are growing increasingly powerful, or at least seem to do so. This is the discourse on the capacities to "adapt". Like, in biology, some viruses or bacteria are described. They adapt to new contexts and can therefore imply a risk to the dominant power or the current system they live in. We hear this discourse vers often on China. In this view, the Chinese civilisation would possess a great capacity to adapt. A recent example comes from the mouth of... [Lire la suite]
